Financial audits are required annually, and must be submitted to the County Office of Education and the State by December 15th of each year. Nigro & Nigro has performed the audit of the books for the 2014-15 fiscal year. The team visited the District in the Spring and in November to conduct tests of documents, interviews with staff, and a review of the financial statements of the District. The Audit report was submitted and reviewed by staff, and was completed timely by December 15th. The Audit concludes that the financial statements are accurate, and there are no findings for the 2014-15 fiscal year. The firm will be present to discuss the report, and will share with the Governing Board any significant changes in the Audit report format, including a new Governmental Standard (GASB 68) which requires the report to include information on the District's proportionate share of the net pension liability (STRS and PERS).

Mr. Jimmy Relington from Nigro & Nigro, Accounting Corporation presented a brief overview of the audit report ending, June 30, 2015. His highlights included the Audit Process, Financial Statements, Supplementary Information and Audit Findings.
Board Member Concerns Mrs. Kolbeck With respect to the audit findings on page 71, Child Nutrition Services; how will these audit findings be resolved?
Mrs. Rose Clarified that those were prior year findings and they have been now been resolved.

Education Code 15300 authorizes School Districts to form school facilities improvement districts consisting of a portion of the territory within a school district, and permits the issuance of general obligation bonds by a school facilities improvement district. The Governing Board of the Santa Paula Unified School District believes that it is necessary to form a school facilities improvement district. The public hearing is required to invite any interested persons to appear and be heard on the matter. A copy of the resolution of intent, passed by the Governing Board at its January 13, 2016 meeting is attached, with a map showing the proposed boundaries. Public hearing notices have been published in a newspaper of general circulation (VC Star) on January 14, 2016 and January 21, 2016,and in at least three (3) public places within the boundaries of the Improvement District as required by the Education code.

At it's January 13, 2016 Governing Board meeting the Governing Board declared it's intention to form a School Facilities Improvement District No. 1 ("SFID"). The SFID would be formed if Resolution 2015-16:21 is adopted, after providing for public input in a properly noticed public hearing. The purpose for forming the SFID is to create a smaller territory withing the Santa Paula Unified School District (reflecting the boundaries of the former Santa Paula Elementary District), and to issue general obligation bonds for the improvement of facilities within the SFID.

Education Code 15340 provides that a School District Governing Board may provide for and call a special Bond Election within a School Facilities Improvement District ("SFID"). The Bonds would be bonds of the School District, and benefit the land within Improvement District No. 1. The Governing Board must approve the attached Resolution by a two-thirds vote to pursue the authorization and issuance of bonds by a fifty-five (55%) vote of the electorate on the question whether bonds shall be issued and sold for specified purposes, pursuant to Education Code Section 15264 et seq. (the "Act"). The Resolution requests the Registrar of Voters in Ventura County to call for the election Tuesday June 7, 2016.

Consideration of a Resolution to call for a Bond Election on the June 7, 2016 Ballot for the purpose of issuing up to $39,600,000 in General Obligation Bonds for purposes identified in the Resolution to improve K-8 Schools in the School Facilities Improvement District No. 1. [Rose]

If voters approve the ballot measure by at least 55% majority, the District could issue Bonds up to $39,600,000 for the purposes identified in the Ballot measure.

Mr. Tony Furruzzo, Senior Consultant, Decision Insite, presented a detailed overview of the Santa Paula Unified School District, Elementary (K-8) Boundary Study.
Mr Furruzzo gave a detailed overview of the study's findings, including: K-5 Enrollment Projections, Geographic Area Projections, School Site Capacities, Observations & Objectives involved with a Boundary Realignment, Boundary Change Scenarios and Timelines to inform parents and implement a change.
During the presentation, Board Members participated with the following questions/concerns:
Ms. Urias Why wouldn't Grace Thille School be impacted? Mr. Ferruzzo Because of the proposed boundaries, Grace Thille would not be impacted.
Mrs. Kolbeck Requested clarification on enrollment projections not including SDC students? Mrs. Rose The SDC classrooms and enrollment were "backed out" of the capacity count.
Mrs. Kolbeck The Thelma Bedell capacity does this count classrooms that have been modified for other uses. Mr. Ferruzzo The capacity is based on how the District wishes to use the classroom. The study breaks down the classrooms at each site.
Mrs. Ponce-Gomez Expressed concerns that available classroom space would change if Literacy Centers were added to each site. Mrs. Schieferle This is true. This will be addressed with the Board if they choose to change the rooms available at each site.
Mrs. Stewart It appears that Barbara Webster would not have sufficient capacity with the development of East Area One? Mr. Furruzzo That is correct, Barbara Webster would not have enough room.
Ms. Urias What is the "recommended" enrollment of a K-5 school? Mr. Furruzzo Each Governing Board has a different opinion, as large as 1500 students to smaller schools of 300 students. Mr. Gamino Believes there was a prior conversation that we would keep our K-5 schools at 400 – 500 students per school.
Mrs. Kolbeck Is was presumed from the beginning that the Board would be addressing the enrollment at McKevett and Grace Thille. These school need to be reduced in size as they cannot accommodate their enrollment. Would recommend the study address the square footage of each site. Added that the classrooms on the far side of McKevett School were not supposed to be a classroom for this long.
Mr. Gamino That is correct. He is recommending the changes start with Kinder enrollment in the Fall of 2016; however the enrollment at the upper grades will also be impacted.
Mrs. Ponce-Gomez Concurs with Mrs. Kolbeck
Ms. Urias If a new Kinder student is required to attend their neighborhood school in the Fall of 2016, what about keeping them at the same school as their siblings?
Mr. Furruzzo There are not too many situations where siblings are involved.
Mrs. Ponce-Gomez Would like to see the sibling numbers that would be impacted if this is implemented in the Fall. The Board would like to see that information prior to making a decision. In addition, if we worked with these numbers, we would need to consider combination classrooms to accommodate the numbers. Because boundaries are not addressed very often, all areas need to be taken into consideration. What are the needs of the school? What have they been working with? What are they lacking space for? (music, testing, IEP’s, SST’s. etc.) Mrs. Stewart Requested clarification regarding the Glen City Boundary?
Mr. Furruzzo The density of students in that area (apartments) determined where to set the boundary. Apartment complexes were kept together. The Board may want to seriously consider Scenario 1a in order to begin in the Fall of 2016.
Mrs. Schieferle A decision regarding a Fall implementation will need to be made prior to the Kinder Roundup.
Mrs. Stewart For the past two years, we have known we have to make a decision and once it is changed, it will be easier to move forward and implement. However, if we want to make the decision in March, the Board needs the information in February.
Mr. Gamino The revised information will be brought to the Board at the February 10th Regular Board Meeting. If the Board likes the recommendation, we can move forward with the parent forums.
Mr. Wilson Expressed concerns regarding the potential conflict of changing boundaries and placing a Bond on the June election.
Mr. Furruzzo On a positive note, the students that haven’t been able to attend McKevett School will now be in their boundaries.
Mrs. Schieferle If Scenario 1a was implemented in the Fall, staff would need directions and set policies and guidelines.
The Board reached consensus that the following concerns need to be addressed: Capacity at McKevett and Thille Establishment of Literacy Centers Combo Classes Impact on Siblings Student Overflow Long term vision to keep schools smaller A school of choice, if you didn’t want to go to the neighborhood school. Policies and exceptions.
